GIZ International Services has been invited to submit a proposal for the project: "Support to the integrated waste management programme in Jujuy" in Argentina, financed by the European Investment Bank (EIB).
The main objective of the Integrated Solid Waste Management Programme (ISWMP) in the Province of Jujuy is to improve the quality of life for the inhabitants of Jujuy Province and address the issues related to climate change through the reduction of GHG, through the proper management of solid waste. The implementation and operation of the ISWMP shall contribute to phase out the dumping of untreated waste and reducing the final disposal by recovering both energy and material. The ISWMP will also contribute to ensure that targeted municipalities develop and implement specific integrated waste management systems in their jurisdictions through policy strategies, the creation of employment related to waste treatment, the optimization of waste collection/transport and adequate disposal practices.
The main objective of the Technical Assistance project is twofold: firstly, to support and enhance the Promoters' capacity to implement the Project "Integrated Waste Management in Jujuy" in accordance with relevant national and international standards and to meet EIB financing requirements. Secondly, it will contribute to the enhancement of local capacity in implementing and managing solid waste programmes and projects.
The finance and socioeconomic expert will be responsible for the economic/financial assessment of the current and future SWM system in the province, as well as guiding the formulation of the economic/financial concept to set a sustainable ISWM system. The expert will assess the socio-economic impacts of current and future SWM system including activities related to the integration of the informal sector into the new SWM system.

Qualifications and skills
- University degree or equivalent in the field of finance/economics or related discipline.
- Fluency in English and good knowledge of Spanish.
General experience
- Experience of at least 10 years in the preparation and implementation of internationally financed programmes/projects with regard to financial and economic analysis of SWM projects.
- Experience in low- and middle income countries would be an advantage.
Specific experience
- Experience in developing a cost centre system and an appropriate implementation plan, including any investment needs.
- Experience in the development of an Activity Based Costing (ABC) system and appropriate implementation plan.
- Experience in developing of a cash flow forecasting methodology as a working instrument in financial management
- Experience in training regarding the know-how transfer in the fields of cost centres and of flows forecast.
- Experience in the development of a strategy for costs control and reduction.
- Experience in the development of sustainable financing system for the solid waste management system in the region including full cost recovery.
- Experience in the elaboration of tariff system by taking into account the polluter pays principle and the affordability of the final beneficiaries, including indigenous people.
