Job PurposeThis post is responsible to provide efficient and effective services in accounting, finance and treasury matters to the project managers and officers within a specified portfolio of projects. The main areas of his/her roles can be summarized as follows:

Human Resources

Audit or Evaluations

Relationships with other stakeholders: project managers, unit staff, country cluster or office coordinators, auditors, senior financial analysts, senior finance officer, and Regional Administration and Finance Manager
Job Duties & Responsibilities 11.Human Resources

Continue to follow up to implement relevant training events for field finance staff to quickly develop their skills and knowledge in relatively new areas
Be proactive and aware of the stress levels and workloads of the field finance staff and highlight/action as appropriate Financial Policies and Procedures
Have a deep understanding of the financial federation procedures that will allow validating the transactions accordingly (e.g. authorization procedure, contracts procedure, etc.)
Advise project staff in the appropriate interpretation of the financial procedures so the transactions to be performed follow them
Provide feedback to project managers on documentation submitted with incorrect coding or inadequate supporting documentation
Provide feedback to his/her line manager or the Regional Financial Controller of improvements in policies, processes or procedures
Provide advice about how to manage or treat financial risks
Implement best practices per procedures that safeguard and optimize the use of financial resources through an appropriate internal control environment Financial reporting
Perform a periodic review of the transactions posted to the projects to ensure the accuracy of the transactions entered the accounting system.
Monitoring of the donor reports list with the objective to send the reports to the donor before the due dates
Verify that the transactions have been processed per the IFRS (International Financial Reporting Standards) and the IFRC (International Federation of Red Cross) polices and procedures. It is also important to ensure that the donor requirements have been met
Be prepared to provide information about reports to the financial analysts for the reporting meeting with other departments to discuss the overall situation of the financial reports of your respective portfolio
Prepare income or expenditure reallocations with the respective approval of the project manager to ensure that the reports can be sent to the donor with accuracy
In close collaboration with PRD and PMER, monitor the pledge/appeal implementation rate, control the compliance with donors requirement and support the timely production of accurate pledge/appeal financial reports Budgeting and Outlooks
Provide technical support and advice to the project managers, program staff or National Society Staff during the preparation and/or revision of budgets and/or thresholds
Provide analysis of actual expenditures vs. budgets with its respective comments of the variances (if there is any) and recommendations
Job Duties & Responsibilities 2Follow up with the project manager or unit staff that the forecasts, journal of expenditures, Daily Subsistence Allowance claim forms and other documents are presented within the established deadlines

Provide quality and analytical information of the status of the working advances of National Societies to support the follow up of outstanding working advances and reconciliations by the project manager
Provide monthly account statements to staff to reconcile the balances and obtain the reimbursement or the settlement of the liability
Prepare the income or expenditure reallocations and ensure they are processed on time Financial Analysis
Assist the project manager and unit staff in the accurate interpretation of the financial analysis of the projects within the portfolio.
Prepare ad-hoc financial analysis as per demand
Gather the information for the preparation of the monthly management report
Present recommendations, highlight risks, opportunities, identify areas of improvement
Prepare and disseminate the financial report monthly
Be ready to explain the report to different the SMT, Operational Team, and other relevant stakeholders
Identify clear key action plans to improve the financial management of the operation
Interpret financial indicators to project managers and provide quality advice to increase the performance or minimize or mitigate risks
Monitoring of Key Performance Financial Indicators to ensure that there is adequate financial management of the projects
Coordinate the timely reconciliation of balances with National Societies Risk Management
Conduct a risk assessment
Prepare a risk register
Monitor the timely implementation of the recommendations to address the identified risks
Keep the relevant stakeholders of the status of the risks Support, assist and advise the National Societies in Financial planning, monitoring, and reporting
To provide training to the National Society staff on finance-related matters
Ensure compliance with International Federation guidelines and procedures Audit or Evaluations
Provide direct input to these reviews, clarify queries and follow up on outstanding matters
EducationRequired:

A university or professional school degree in accounting or finance-related area Preferred:Qualification in business administration or auditing
ExperienceRequired:

At least 3 years of professional experience in a finance or accounting department
At least 2 years of field experience in a humanitarian organizationExperience managing and supporting staffExperience working with the Red Cross / Red Crescent
Knowledge, Skills and LanguagesRequired:

Self-supported in computing systems (e.g. accounting software package and MS Office)
Excellent communication skills
Good analytical skills and solution-focused person
Time Management Skills Skills in training and developing staff
Languages Fluently spoken and written English
Good command of another IFRC official language (French, Spanish or Arabic)
