Responsibilities:
As the Energy Manager in Facilities Maintenance and Operations Section, you will have the responsibility for managing all Energy Consumption for the JPL.

The selected candidate will have the responsibility of analyzing and managing all utilities for input into various reporting tools for both JPL and NASA. You will develop, and report to NASA regarding energy consumption measures and you will be responsible for the collection and validation of information data from multiple sources.

In addition, you be responsible for the following:
Annual utility forecasting, energy conservation project development and reporting to NASA.

Participate on team assignments with other NASA Centers and engineers to review, update, and develop facilities procedures, guidelines, standards, and practices.

Lead Energy Management working groups and create Energy Budgets and Forecasting models.

Identify energy conservation projects, including Green Building Certification and coordination beyond the scope of the subcontractor’s area of responsibility and submit the projects to Engineering and Construction for implementation.

Perform analysis of building hours of operations, building set-point approvals, lead efforts with LEED/Energy Star and support numerous miscellaneous audits as required.

Audit energy-intensive equipment on Lab and submit for federal energy challenges, grants, awards, and related opportunities that support the adoption of energy efficiency practices by research staff are key requirements.

Management and validation (M&V) for Energy Service Performance Contracts.

Track performance of various analytics and trends related to energy usage are a requirement as well.

This position requires the following qualifications:
Typically requires a Bachelor’s Degree in Energy Management, Sustainability or Environmental Polices, or a related field with a minimum of 3 years of related experience; or Master’s degree in similar disciplines with a minimum of 1 year of experience

A strong background in understanding the principles, theories, concepts and techniques in Energy Management;

Knowledge in Energy Conservation Measures, LEED Certification, Energy Management Systems, HVAC and Electrical Distribution principles.

Previous experience in updating and developing facilities procedures and guidelines related to energy conservation measure and Retro Commissioning

Experience in problem solving, demonstrated excellent verbal and written communication skills; documentation skills; self-starter; ability to work with project teams in a dynamic and fast paced; technical environment.

Proficient in MS Office/Project programs and general PC applications.

Additional Desired Qualifications:

Knowledge of various regulatory agency requirements related to energy is a plus. Experience with Energy field analysis and sustainability measures and implementations. Experience with an emphasis in building; retro-commissioning; Energy Star Rating, LEED and EMS operations. An understanding of Siemens/Tridium EMS Systems and knowledge of central plant operations and principles. LEED Certification, AP Certified, BD&C or O&M or can become LEED Certified within 12 months is desired. Facilities Maintenance and Operations (M&O) experience is preferred; and awareness of new and emerging technologies is a plus. The ability to read and comprehend mechanical plans and control drawings. Knowledge of applicable Laboratory policies and procedures, NASA policies and procedures and government regulations is a plus. Experienced with the State, County, City and Regional Utility Providers as well as experience with Energy Saving Performance.
