Manage/execute procurement transaction processes
• Oversees the processing of requests for a small/less complex procurement organization or for work group within a large/complex procurement organization for procurement of materials/goods, services and/or supplies for local use from various plant/location staff or a procurement/inventory management system (e.g. Maximo or other ERP) for nondiscretionary, contracted spend, such as stock replenishment or planned spend.
• Ensures requests to procure for new materials/goods, services and/or supplies for local use from existing supplier contracts and within established, moderate dollar limits; manages the more complex procurement requests.
• Ensures approval is obtained from more senior procurement staff or Strategic Sourcing organization for procurement of materials/goods, services and/or supplies in excess of established limits.
• Creates and modifies procurement process documents, requiring some interpretation, for work steps within scope of team’s responsibility.
• Sets objectives within scope of responsibility related to procurement administrative work in order for supported locations/plants to achieve operations targets.
Manage inventory/procurement records
• Supervise purchasing records / purchasing inventory for one or more categories (Plant Materials & Services, Corporate Materials & Services, Chemicals, Ingredients, Packaging, Energy)
• Provides more complex analysis of procurement/inventory management system reports requiring some interpretation, to follow materials/goods, services and/or supplies through the supply chain; ensures internal stakeholders (e.g. plant operations staff, finance, etc.) are informed of status.
• May define/create more complex reports in order to improve inventory management/planning processes.
• Independently and through immediate work group, identifies medium-term supply chain issues and works with appropriate parties to define and implement solution.
Provide procurement support & planning related to one or more categories
• Works through immediate work group to gather more complex information for a small/less complex procurement organization or for work group within a large/complex procurement organization and applies a general understanding of plant operations to provide general forecasting of longer term supply needs and ensures purchasing plan is aligned.
• Oversees research and analysis (e.g. internal/external data from traditional and non-traditional/non-structured data sources) of procurement data requiring a general understanding of operations and business requirements for the supported business (e.g. marketing projections for existing products, production plans etc.) as well as a general understanding of the sourcing environment for the categories specifically aligned to the supported business (e.g. suppliers, cost drivers, market risk).
• With some oversight conducts more complex research and analysis.
• May act as subject matter expert on multi-functional, BU specific or cross BU project teams.
Talent, Resource, & Budget Management
• Sets and communicates priorities for immediate work group.
• Responsible for aligning team resources to execute against short term and longer-term strategies and meeting strategic sourcing and location/plant/BU objectives.
• Provides overall guidance and procurement work expertise to the team.
• Accountable for performance management, talent development, succession planning and engagement for team.
• Accountable for setting and managing team budget.
Manage supplier events & relationships
• Oversees and provides general guidance for the selection of suppliers for procurement of non-contracted materials/goods, services and/or supplies for a sub-grouping of a small or medium size/less complex procurement organization or for sub-set of a sub-grouping of a large/complex procurement organization which are considered non-leveraged, local spend (as defined by Strategic Sourcing policies) within established, moderate dollar limits;
• Uses some discretion to manage the selection of more significant local suppliers.
• Responsibility for overall relationship management for suppliers within scope of responsibility; direct responsibility for the more significant local suppliers; uses some discretion to develop and leverage existing local supplier partnerships.
• Works with applicable plant/location staff to research and resolve supplier issues which have been escalated and/or advises Strategic Sourcing organization as appropriate.
Inform & implement sourcing strategies
• With some oversight by more senior procurement/strategic sourcing professionals, coordinates the execution of the more complex category/sub category activities and the alignment and implementation of Strategic Sourcing strategies across the sourcing lifecycle for a small/less complex procurement organization or for work group within a large/complex procurement organization.
• Drives and ensures implementation and alignment of sourcing strategies, engaging and coordinating procurement functions for a small/less complex procurement organization or for work group within a large/complex procurement organization.
• Works with plant/location stakeholders, to develop sourcing strategies for category areas unique to aligned business (e.g. BU or location-specific sourcing priority or opportunity areas), and identify opportunities for Strategic Sourcing organization to support BU requirements and sourcing support needs.
• Establishes and maintains on-going tracking mechanisms for more complex performance metrics, reporting on value captured at the within scope of responsibility.
• Accountable for achieving sourcing targets and goals for a small/less complex procurement organization or for work group within a large/complex procurement organization.
