Our client, Austin Powder, seeks a highly-skilled, strategic, energetic, and collaborative Technical Engineering Manager. Reporting to the Global Engineering Director (GED), the Technical Engineering Manager – Ammonium Nitrates role will primarily ensure the engineering integrity of all aspects of the company's Ammonium Nitrate (AN) plants. These plants are in Juramento, Argentina, and Greeneville, Tennessee, USA and both use natural gas as the feedstock for making ammonia, nitric acid, and ultimately AN in solid and liquid forms. This role will be responsible for maintenance, capital project planning & implementation, and Overall Equipment Effectiveness (OEE) / Total Productive Maintenance (TPM) by the safest and most reliable means. These objectives will be achieved via attention to detail and uncompromised attention to safety. This role will help to define key initiatives and manage them successfully. This role will work closely with key stakeholders to ensure that the projects are delivered safely, on time, and within budget, while maintaining a superior level of quality and adherence to organizational objectives.
Early critical areas of focus will include working closely with the incumbent on the transition, building effective relationships and rapport with team members across the company, as well as learning the business and the Company's best practices. Success in twelve months will be achieved if this individual has successfully taken over from the incumbent and s/he has then implemented maintenance systems and strategies as well as implemented across both plants. S/he will be successful in twenty-four months if overall equipment efficiency is increased and a reduction in breakdowns has been achieved.
Specifically, the Technical Engineering Manager - Ammonium Nitrates (AN) will:
Safety, Health, And Environment & Security (SHES) ? Ensure all engineering activities within the AN plants comply with all relevant national and Company SHES standards; and all engineering activities are subject to the APHC Hazard Study Process, LOPA, and CHAZOP process.
? Manage the AN portion of the Hazard Study Process and ensure it is applied, training implemented, and completed to a consistently high standard.
? As required, lead accident and incident investigations and ensure engineering improvements are implemented where necessary.
? Ensure that engineering activities are coordinated to comply with Company standards, SHES requirements, and third-party sales requirements.
? Establish and maintain engineering standards across the AN sites for all plant equipment and installations and ensure compliance.
? Ensure that SHES (Safety, Health, Environment, and Security) standards are implemented in all engineering projects.
? Run design review sessions inclusive of key stakeholder input.
Total Productive Maintenance and Overall Equipment Effectiveness ? Ensure engineering integrity across the Ammonium Nitrate manufacturing sites.
? Develop and introduce engineering systems and policies where required to maintain integrity.
? Conduct maintenance gap audits e.g., TPM gap analysis.
? Apply Six Sigma methodologies to improve processes.
Project Management ? Responsible for implementing and tracking AN engineering projects; work with the Engineering Director (ED) on project management standards to ensure consistency across all manufacturing sites.
? Track and report projects through Quick Report; share progress monthly.
? Undertake project reviews.
? Advise on engineering contracts, and negotiate with contractors.
? Ensure a disciplined approach to data storage on the project management platform.
CapEx Program ? Responsible for approval and sign-offs on engineering aspects of all CapEx submissions This includes Pre-check of all engineering CapEx projects and requests. Provide CapEx expenditure monitoring system for the ED. Provide equipment replacement capex demands based on risk assessment.
? Act as a liaison with workshop (maintenance) customers; chair customer user group meetings; agree upon equipment requirements and specifications to deliver best practices.
? Develop standard equipment and plant specifications for the AN system.
? Manage the workshop (maintenance) schedules and capital costs to customers.
? Manage workshop personnel and agree and control financial budgets.
? Implement processes and procedures to maximize the performance of the workshops /Maintenance teams.
Strategic Input ? Assist in the development of strategic plans for all AN engineering activities.
? Where required, implement, and manage strategic plans.
Team Development ? Provide necessary recruitment and training of engineering personnel and complete engineering audits to ensure compliance.
? Responsible for ensuring the selection, training, mentoring, and performance monitoring of skilled Project Managers.
? Responsible for the training of the AN workshop (maintenance) team.
CANDIDATE REQUIREMENTS Education/Experience Requirements ? Graduate in an engineering discipline.
? Minimum of 10 years in a senior engineering position.
? Maintenance leadership experience.
Role-Specific Requirements ? Project Management certification is preferred.
-Engineering design of plant and equipment as used in the operation of high-hazard chemicals.
-Capital project management principles and practices from concept through design, construction, and commissioning.
-SHES management principles and practices.
-High technical skills in Nitric Acid and Ammonia manufacturing plants.
-High technical skillset in AN prill manufacturing.
-Maintain and/or create strategic relationships with Government agencies as needed.
-Knowledge of applicable government and Austin Powder Company regulations.
Leadership Requirements ? Organizational effectiveness and management of multi-disciplined teams.
? Knowledge of business and management principles and practices, financial and accounting principles, and practices.
? Human resource principles and practices.
? Bilingual in English and Spanish is absolutely required.
? Articulate, well-presented, and confident with excellent communication skills.
? Effective presentation skills to succinctly and clearly convey ideas and issues in front of large and small audiences.

Physical Requirements ? Ability to lift and carry up to 50Ibs.
? Ability to climb ladders and/or stairs within a narrow cage.
? Ability to work at varied heights.
? Must be medically released to wear a respirator.
? Ability to wear and perform work in required Personal Protective Equipment (PPE) – Fall protection harness, full-face respirator, chemical resistant suits, face shield, and any other necessary PPE.
? Physical demands are representative of those that must be met to successfully perform the essential functions of the job.
? Ability to work outside in all weather conditions in a hands-on environment; ability to meet customers in their environments.
LOCATION Greeneville, Tennessee, USA or Juramento, Argentina. The position requires the willingness to travel a minimum of 50% domestically and internationally, sometimes on short notice. The Argentina location has a designated camp for employees 20 miles from the site.
COMPENSATION Compensation will be market-based and competitive; it will include a base salary plus a performance-based bonus.
