Duties This position provides first line information and interpretive services on various aspects of San Juan National Historic Site's history to visitors from all ages and from all social, ethnic, and economic groups.The primary purpose of this position is to provide guided services in both English and Spanish to visitors and collect fees at park entrance stations. The work involves giving talks, fee collection, interpreting natural and historic features, answering questions, rove the park jurisdiction and provide interpretive programs. Such programs include detailed and specific explanation of the outstanding features of the site from the standpoint of scientific or historical interest. The talks may be given in conjunction with live demonstrations, the use of electric maps, photographic slides, and other audio-visual devices. This position must be knowledgeable about current resource oriented issues in the park and must be able to convey to visitors the significance of San Juan NHS natural, cultural and historical resources as well as regulations and/or restrictions associated with their visit and provides for visitors' safety. Opens, closes and secures park facilities. When the need arises, the guide must takes measure to maintain order, prevent crowding or damage to the historic site and take appropriate action in case of emergency until relieved. Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work approximately 50 weeks, and you will be in a non-pay status for 2 weeks within the months of May to November. Area InformationSan Juan National Historic Site consists of a system of 400+ year Spanish fortifications and bastions that encircle the 500-year-old City of San Juan, Puerto Rico. Puerto Rico is the smallest island of the Greater Antilles chain. The island is 35 miles wide and 100 miles long with the highest elevation at 3000 feet. Average island temperature year-round is 82-87 degrees during the day and 72-77 degrees at night. The San Juan metropolitan area has all amenities including excellent health services and retail stores. Recreational opportunities can be found island wide. San Juan airport is located 7 miles from the park and is serviced by most major airlines with nonstop flights to major hubs. Flight time to Miami is 2.5 hours and Atlanta is 3.5 hours. Cost of living is considered moderate. Puerto Rico has a 11 .5% of sales tax. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Complete the initial online assessment and USAHire Assessment. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments. Time-in-grade requirements must be met by the closing date of this announcement. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work evenings, weekends, holidays, and overtime. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. Qualifications All qualifications must be met by the closing date of this announcement-04/02/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. SELECTIVE FACTOR: This position requires candidates to be able to fluently read, speak, and write in both English and Spanish language. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position. Your fluency in both English and Spanish must be documented in your resume or somewhere in your application package or you will not receive consideration for this position.- AND -To qualify for this position at the GS-05 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: experience that involved oral presentation of historical, scientific, or program information to groups; or developing and/or revising technical, historical, or scientific information for oral presentation to groups. Examples of specialized experience include, but are not limited to, Park Guide or tour leader; naturalist; environmental educator or teacher; or other similar work. You must include hours per week worked.-OR-EDUCATION: Successful completion of at least four years of education above high school (120 semester hour or 180 quarter hours) leading to a bachelor's degree 1) in a subject related to the occupation, such as in American history, science, public speaking, parks & recreation, education, or communications, or 2) that included or was supplemented by at least 24 semester hours in courses related to the occupation. You must include transcripts.-OR-Successful completion of a combination of education and experience as described above. To combine education and experience, first determine the percentage of qualifying education completed by dividing the number of credits completed in excess of the first 60, by 60 then multiply by 100. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education To qualify based on education, you must submit a legible copy of transcripts from an with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. If you are using to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
